QSTARTM - Quality and Risk-Based Project Management with Earned Value

Mosaic, Inc. is developing a companion product to MSTAR® (Mosaic’s Structured Testing and Assessment Repository) -- QSTARTM. QSTAR will be a process asset library for software development projects. It will provide practical and flexible processes for managing and controlling quality software development including:

  • Earned Value Management
  • Project Management
  • Executive Management
  • Measurement
  • Quality Assurance and
  • The Software Development Life Cycle.

Earned Value Management (EVM) is a standard practice for government contract projects. EVM is a project management discipline that integrates the scope of work with the traditional measures of cost and schedule to provide a realistic and comprehensive measurement for managing and controlling high-risk projects. It provides management with early warnings of schedule/cost slippages and can be used to more accurately predict a project’s actual cost/schedule based on a project’s performance in completing deliverables.

Mosaic is working to apply earned value management to software development. Our expertise in quality assurance, software development processes and measurement provides the tools to overcome the limitations that have been slowing the acceptance of earned value for software development. EVM will provide a unifying process for QSTAR because in addition to its management benefits, EVM also enforces strong project management and quality practices.
